Give every record a named owner and a moment in their day

Records with no owner get kept by nobody, however important everyone agrees they are. Decide who owns the diary, the photos and the allocation sheet, and pin each to a fixed moment: the diary at day's end, the allocation at the shift's end, the photos as the work is done. A record tied to a habit survives; one that waits on someone remembering does not.
