Keep the cumulative story straight

Certifiers distrust applications whose history does not reconcile: a line eighty per cent complete in March cannot be sixty per cent in April without a story. Carry one cumulative position forward, reconcile it against what was last certified, and where something moves backwards, say why. An account that reconciles month on month is trusted everywhere else.
