Follow the valuation hierarchy, in order
Most forms rank the methods: contract rates for like work, adjusted rates where the work is similar but conditions differ, fair rates where nothing applies, dayworks as the backstop. Start at the top and justify each step down; a valuation that skips straight to dayworks invites the response that contract rates applied.
