Close each snag on evidence, not promises
A snag is not fixed because someone says it is fixed; it is fixed when you have seen it, or seen the photograph, and marked the line closed yourself. Keep the list as a living tracker - each item numbered, located, photographed and priced, with a proposed date and a closed date - and let nothing off the list on assurance alone. The discipline sounds fussy and is the opposite: it ends arguments before they start, because both sides can see the same list shrinking. What kills end-of-build goodwill is not firmness but vagueness - the list nobody quite maintains, so nobody quite finishes it.
