Keep the time case and the money case in step

Prolongation money is only as strong as the delay analysis under it, and the two are usually built by different people on different timetables. Fix the interfaces early: which delay events carry money, over which windows, at whose rates. A quantum referencing a programme the delay analyst has since revised is a gift to the response.
