Every overrun has a slice the claimant owns: the tender error, the failed subcontractor, the rework. A valuation that nets it off openly reads as measurement; one caught hiding it reads as advocacy, and advocacy dressed as measurement rarely keeps its value. The concession costs less than the credibility.
