Value against the pricing document, not against last month
The valuation that gets doubted is the one that grew by a rounded percentage. Measure progress against the priced bills or activity schedule line by line, and let the total be whatever the lines add up to. An assessor argues with an estimate all day, but a measured line with a marked-up drawing behind it must be engaged on its merits. Measuring takes longer the first month and then gets faster.
