We need to issue the final account and there's no format
The job is finished, the account has to go in, and nobody has a shape to put it in.
What's happening?
The job is done, the entitlement is real, and the account isn't going in - because nobody has a shape for it. The blank page postpones the work: what goes in, in what order, at what level of detail, with what attached? Meanwhile the money ages, the leverage cools, and the other side reasonably concludes the account can wait, since apparently it can.
The shape is standard even when the job wasn't: contract sum, then measured work adjustments, then variations itemised with their instructions, then any claims with their records, then what has been certified, then the balance - each section reconciling to the last, each number pointing at its evidence. An account in that shape invites checking rather than dismissal, and checking is the beginning of agreement.
