What's happening?
The diary entry says gang moved off block B - and stops. Where they went, what they did instead, how long the interruption lasted, what it took to remobilise: unrecorded. That entry can prove disruption happened; it cannot price it, and pricing it is the half that pays. Cause without cost is sympathy, not money.
Capturing the costing half is a small extension of the same habit: when work is stopped or moved, note where the resource went, what it produced there, when it returned and what changed - the double handling, the lost momentum, the standing plant.
