What's happening?
An enquiry copied from the last package carries the last package's assumptions: attendances that do not apply to this trade, a scope split that does not match these drawings, a pricing schedule each subcontractor quietly reformats into their own. Every recipient fills the gaps differently, and none of them fills a gap for free.
That is the real cost of an inconsistent enquiry: ambiguity always gets priced, as a covering allowance, as an exclusion, or as the variation argument that surfaces once the job is running and the order is already placed. And because each return answers a slightly different question, the levelling that follows starts a step behind before a single price is read.
