Tie the release certificates to dates, not to hopes

Practical completion and making good are the certificates that let go of the money, and they do not issue themselves. Put the inspection that leads to each one in the diary, ask for the certificate the day the work supports it, and chase the certifier on a rhythm. A release legally due but never certified never arrives, so treat the missing certificate as the live task it is.
