What's happening?
Their answer has landed as a schedule: your account taken line by line, rates cut, quantities halved, whole heads struck out with a sentence each. The instinct is to start writing, angriest items first, and rebut it all in prose. The deadline makes that instinct worse, because prose feels like progress.
A line-by-line attack has to be answered in its own shape. Prose replies lose track of items, and in schedule-against-schedule reading, an item nobody answered reads as an item conceded. The response that works is built like theirs: item by item, agree, disagree or partly, the reason, and the evidence pointer, so the reader can see exactly what is still in dispute and why.
And because the window is short, the items need triaging first, each cut sized in money and in strength, so the response effort lands where the money and the winnable overlap instead of where the irritation is loudest.
